Phil is a Director with Steer with over 30 years’ experience helping the firm’s clients move away from car-centric planning to a more compact, resilient and sustainable development model through planning and design of measures to deliver new, or enhance existing, transport and mobility services including for transit, new mobility, active and healthy streets, placemaking and wayfinding. Phil has led Toronto’s TO360 Wayfinding project since its inception in 2011 and the city’s Parks & Trails strategy since 2014 working extensively with a broad range of city stakeholders and the general public. His current experience includes directing a Mobility Hub Strategy and Toolkit for OCTA in Orange County, California, and a Parking & New Mobility Design Manual for Network Rail in the UK describing how UK rail stations should transform over the coming decade to support and facilitate a growth in sustainable mobility. Over the last two years he has acted as technical advisor for six of the UK Government’s Future Cities Prosperity Fund projects in Mexico focused on equity and inclusion in mobility, led the development of a Business Case for harmonised transit wayfinding for MTC across the San Francisco Bay Area; and directed a Mobility Masterplan for the University of Warwick including deployment of micro-transit and e-scooter trials, and improved walk and cycle infrastructure to address first/last mile connectivity.
